Qualified Data Element - A data element whose precise meaning is conveyed by an associated qualifier.

Qualifier - A data element whose value shall be expressed as a code that gives specific meaning to the function of another data element or a segment. [ISO 9735]. A qualifier and the qualified data element are also referred to as a name-value pair, a term that comes from how HTML forms work. The qualifier identifies the "name" and the qualified data element contains the "value."
